Isshun teleported back to his original spot, contemplating what just happened.

’...The voice modification was so fun I started turning corny.’

What kind of line was that?

Isshun shivered just remembering it. He’d definitely been a little carried away with that one.

Though at the moment, it probably did have an effect on Midnight.

He needed at least some semblance of a threat to guarantee Midnight would do what he asked, so if he were in that position again, he’d make the same decision, just a slightly modified one.

His recollection of Midnight was muddled, mainly because his past life memories weren’t considered ’his memories’ after reincarnation.

That meant the near-perfect memory that came with having a supercomputer for a brain didn’t really retain those memories.

Though, if she was a teacher at U.A., didn’t that mean she was a better person than like... 90% of Pro Heroes?

At least that was what Isshun could recall.

He merely stood in place, observing Midnight running to the nearest Police Station, Pop☆Step in her arms.

His threat wasn’t entirely empty.

He wasn’t the law-breaking or the murdering type anyway.

Maybe stealing all the wires in every Police building would be a more spiteful way to take revenge. Or stealing every shoelace they had.

The unusual thing was that even though the number of Pro Heroes in the neighborhood rose, that one suspicious fellow had somehow disappeared.

Seeing as he was the only one to disappear from the original Pro Heroes who showed up to catch Pop☆Step, that put him on Isshun’s ’ I won’t do anything, but if I see you again I’ll be more wary of you ’ list.

...Maybe wary wasn’t really the right word.

’ I’ll observe you a little closer ’ would be a more apt description.

Isshun had no reason to be wary of much anyway.

Growl~

’...Let’s hope those people at the cafe are nice enough to give me some free service after saving their friend.’

While Isshun was negotiating with Hopper’s Cafe for some free food and a good time to cash in on the deal, a few hours later, another, more serious conversation was currently happening at the Police Force Headquarters in Tokyo.

In a meeting room, multiple top-tier Pro Heroes, along with high-profile non-Heroes, sat around a long table.

On one side sat the Pro Heroes.

Edgeshot, Best Jeanist, and Endeavor sat at the table.

And with connections to All Might and a Top Tier Pro Hero in his own right, Sir Nighteye sat at the table.

Of course, many Pro Heroes with high rankings in the Hero Billboard Chart that also operated in Tokyo were invited, but some didn’t attend.

On the other side sat the Commissioner General of the Police Force along with Madam President of the Hero Public Safety Commission and high-profile members of both organizations.

"Is the information accurate?"

Madam President asked the two people standing at the end of the table to relay the information they had obtained.

"I’ve verified that Midnight’s information she brought back was all true."

Tsukauchi Naomasa nodded.

"And from her descriptions and her own input, it is highly likely that the person she met at approximately 7:01 PM at an alleyway in Naruhata was the Maximum Threat Level Individual, Codenamed: Blink."

At that statement, the entire room seemed to pause.

Blink.

A single word, conveying the action of closing one’s eyes and opening them.

For some, a name that conveyed powerlessness.

For others, a name that completely undermined Hero Society and the Justice System in itself.

At that moment, it seemed like everyone was banking on Naomasa’s next words.

"After a conversation lasting an estimated four minutes, Blink disappeared from the scene."

"Is there a profile on Blink’s appearance or voice?" The old Commissioner General asked.

Naomasa shook his head.

"Based on Midnight’s testimony, Blink was completely invisible, and had a distorted voice which, by her description, was ’ever-changing’ and ’uncanny’."

Sighs echoed across the room.

The first ever interaction with such a being had yielded almost no information.

"What are the chances that they’re support gear?"

Edgeshot asked.

According to his memories, Blink was known for a Spatial-Type Quirk theorized to be a form of Teleportation.

While that range and accuracy left more questions, suddenly having an Invisibility and Voice Modification ability felt even more unrealistic.

At that point, wouldn’t it be better to assume that Blink had multiple Quirks?

But since that was highly unlikely, it was better to consider Support Gear. Since it was manufactured, the likelihood that records would exist was high.

There was also the possibility that Blink created them themselves. However, someone smart enough to personally create Support Gear advanced enough to replace Quirks, choosing a life of Vigilantism, was unlikely.

"We have already sent inquiries to Support Gear companies that specialize in stealth gear and voice modulation gear."

Naomasa responded.

He had also sent inquiries to connections on I-Island regarding the feasibility of such Support Gear.

Naomasa continued describing the encounter, then ended with Blink’s threat.

"...Is there any relationship between the Villain Haneyama Kazuho and Blink?"

The Commissioner General asked.

After all, why would Blink go so far for someone if they didn’t care about them?

This was the second time Blink had left their normal sphere of influence in years, and the only time they had done so for a single person.

Naomasa shook his head.

"While we are investigating further into her past, there are currently no suspects that could be Blink."

"However, on this topic, this meeting was called both to convey this information to a limited number of people along with what we should do regarding Blink’s threat."

BANG!

Endeavor banged a clenched fist onto the table.

"Why should I negotiate with a Villain?! We already have the girl secured. Their leverage doesn’t exist. We should instead use their threat as bait!"

That statement came with some agreement from the Police Force and a few high-ranking HPSC employees.

Blink had been a thorn in their side for a while.

Without any prompting, they had made Pro Heroes and Police Members seem completely useless to the general public across much of Central Tokyo and Musutafu.

Blink was, in a way, a large threat to their authority.

Not only had the economic value of that sector soared, but Blink was already getting more popularity than most Pro Heroes.

Though most of Blink’s followers were limited to Tokyo and their region in Musutafu, their unofficial fan-run social media account had already reached the hundreds of thousands, and their popularity in their own Domain was second to none.

For a while, the community’s name for Blink was ’The Unseen Angel,’ but after an untraceable leak, Blink’s name had caught on with their fans.

The Police Force was even getting notifications regarding the existence of a cult, though they hadn’t made a move yet.

"I believe we should negotiate."

A voice rang out amidst the people advocating for no negotiation.

Despite the voice not being loud, it still caught everyone’s attention in the room.

After all, the man who had just spoken was someone who could be considered one of the closest connections to the Strongest Hero and a formidable strategist in his own right.

Sir Nighteye.

A/N: Was supposed to get this out wednesday. Got sidetracked and played valorant. And even though before i played valorant i had a ton of ideas, i got ragebaited in game so hard i lost all of them so the chap was delayed.
